To learn how messages are charged and how payments work, see [WhatsApp Business pricing rules](/resources/docs/whatsapp-business-pricing-rules). ## 2026 updates ### Starting October 1, 2026 Meta began charging for service messages and utility templates that were previously free. **Service messages** Each business phone number gets **1,000 free service messages per month**. Meta charges from the **1,001st delivered service message**. Unused free messages do not carry over. Service messages do not receive volume discounts. > [!WARNING] > **Important:** Without a saved payment method, service messages after the first 1,000 will not be delivered. **Utility templates** Meta now charges for utility templates sent during an open **24-hour customer service window**. These templates do not use your 1,000 free service messages. **Free messages** Templates and service messages remain free during an open **free entry point window**. Meta Business Agent replies remain paid. Emoji reactions—emojis attached to a client’s message—are also free. They do not use your 1,000 free service messages. **Government and nonprofit organizations** Government and nonprofit organizations that meet Meta’s requirements can send service messages for free, even after the first 1,000 messages each month. This exception applies through **December 31, 2027**. It covers service messages only. Templates and Meta Business Agent replies follow their usual pricing rules. See [Meta’s WhatsApp changelog](https://developers.facebook.com/documentation/business-messaging/whatsapp/changelog). **Changes to message rates** Rates increased for: - Marketing messages in Kuwait, Mexico, Morocco, Saudi Arabia, the United Arab Emirates, Rest of Asia Pacific, and Rest of Middle East. - Utility and authentication messages in Kazakhstan, Kuwait, Morocco, Oman, Pakistan, Peru, South Africa, and Ukraine. Rates decreased for: - Utility and authentication messages in Bangladesh, Iraq, Nepal, and Sri Lanka. Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka, and Ukraine received their own country rates and volume discounts. Previously, they used regional rates. Meta also introduced international authentication rates for these nine markets. See [Meta’s October 2026 pricing updates](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/#effective-october-1-2026). ### Starting September 28, 2026 The **free entry point window** for chats started through ads that click to WhatsApp increased from **72 hours to up to seven days**. Templates and service messages are free while this window is open. Meta Business Agent replies remain paid. The **24-hour customer service window** did not change. After it closes, you still need an approved template to contact the client. See [Meta’s WhatsApp changelog](https://developers.facebook.com/documentation/business-messaging/whatsapp/changelog). ### Starting September 8, 2026 **Visa and Mastercard** became available as payment methods for Meta Business Agent accounts that were not already connected to a Meta credit line. Accounts already using a credit line continue to receive monthly invoices. See [Meta Business Agent billing information](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/non-template-messages/). ### Starting August 1, 2026 Meta began charging for **Meta Business Agent replies**. Meta charges a single fee for both generating and delivering a reply. The global rate is **$2 USD per million input and output tokens**. Tokens measure the information the agent processes. Meta estimates that a typical reply costs about **0.04–0.05 USD**, but this is not a fixed price. Replies that need more processing can cost more. See [Meta Business Agent pricing and billing](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/non-template-messages/). ### Starting July 1, 2026 **Local billing in Brazil** Meta introduced billing in **Brazilian reais (BRL)** for businesses covered by its local billing rules. The rollout began on **July 1** and reached all businesses covered by the arrangement by **July 16**. Charges from BRL messaging accounts are invoiced by Facebook Brasil. A **messaging account** is the Meta account used for message templates and billing. > [!WARNING] > **Important:** Businesses covered by this rule whose **Sold-To country** is Brazil must move their messaging accounts to BRL by **June 30, 2027**. The Sold-To country is the country recorded in their Meta billing details. From July 1, 2027, Meta will stop delivering messages from those businesses’ messaging accounts that still use another currency. This rule depends on the business’s billing details, not the client’s country or the phone number’s country code. See [Meta’s Brazil billing information](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/#billing-localization-for-brazil). **Meta Business Agent messages** Meta introduced **Meta Business Agent messages** as a separate category. Messages sent by businesses now included: - **Templates:** Marketing, utility, and authentication messages. - **Service messages:** Replies sent without a template by a person or third-party AI. - **Meta Business Agent messages:** Replies generated by Meta Business Agent. **Changes to message rates** Rates increased for: - Marketing messages in Italy, Spain, and the United Kingdom. - Utility and authentication messages in Hong Kong, Hungary, Qatar, Romania, and Singapore. Rates decreased for: - Marketing, utility, and authentication messages in Poland. Hong Kong, Hungary, Poland, Qatar, Romania, and Singapore received their own country rates and volume discounts. Previously, they used regional rates. See [Meta’s July 2026 rate changes](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/#effective-july-1-2026). ### Starting April 1, 2026 **Changes to message rates** Rates increased for: - Marketing messages in Saudi Arabia. - International authentication messages in India. - Utility and authentication messages in Pakistan. Rates decreased for: - Utility and authentication messages in Türkiye. **New billing currencies** Meta added eight currencies: - **ARS:** Argentine peso. - **CLP:** Chilean peso. - **COP:** Colombian peso. - **MYR:** Malaysian ringgit. - **PEN:** Peruvian sol. - **SAR:** Saudi riyal. - **SGD:** Singapore dollar. - **AED:** UAE dirham. > [!NOTE] > **Note:** You cannot change the currency directly in an existing messaging account. Using another currency requires a new messaging account. See [Meta’s April 2026 pricing updates](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/#effective-april-1-2026). ### Starting January 1, 2026 **Changes to message rates** Rates increased for: - Marketing messages in India. Rates decreased for: - Marketing messages in France and Egypt. - Utility and authentication messages in North America. **Billing in Mexican pesos** Mexican pesos (**MXN**) became available for businesses using credit lines. Availability expanded to other businesses from April 1, 2026. **Local billing in India** Businesses covered by Meta’s local billing rules started receiving invoices from Facebook India. > [!WARNING] > **Important:** Businesses covered by this rule whose **Sold-To country** is India must move their messaging accounts to INR by **December 31, 2026**. From January 1, 2027, Meta will stop delivering messages from those businesses’ messaging accounts that still use another currency. This rule depends on the country in the business’s Meta billing details, not the client’s country or the phone number’s country code. See [Meta’s pricing and local billing information](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/). ## 2025 updates ### Starting October 1, 2025 **Changes to message rates** Rates increased for: - Marketing messages in the United Arab Emirates. - Utility and authentication messages in Colombia. Rates decreased for: - Marketing messages in Mexico. - Utility and authentication messages in Saudi Arabia, Argentina, and Egypt. **Regional pricing for Zimbabwe** Zimbabwe moved from the **Other** pricing region to **Rest of Africa**. Messages delivered to WhatsApp numbers starting with **+263** began using Rest of Africa rates. See [Meta’s October 2025 pricing updates](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/#effective-october-1-2025). ### September 2025: Pricing calendar introduced Meta published a calendar to help businesses prepare for pricing changes. Scheduled changes can take effect on: - **January 1** - **April 1** - **July 1** - **October 1** Meta provides at least: - **One month’s notice** before changing rates or volume-discount levels. - **Three months’ notice** before adding a new part to the pricing model. - **Six months’ notice** before changing the pricing model. See [Meta’s pricing calendar](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/#pricing-calendar). ### Starting July 1, 2025 Meta switched from charging by conversation to charging **per delivered message**. Here’s what changed: - Each paid template received a separate charge when delivered. - Utility templates sent during an open 24-hour customer service window became free. - Meta introduced volume discounts for utility and authentication templates. - Utility and authentication rates decreased in several markets. **Example: Two templates in one chat** You send two marketing templates to the same client. Both are delivered, so Meta charges for two messages, even though they are part of the same chat. > [!NOTE] > **Note:** Utility templates remained free during the customer service window until September 30, 2026. From October 1, 2026, they became paid unless another free-message rule applies. See [Meta’s historical pricing documentation](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing/deprecated/). ## Related - [WhatsApp Business overview](/whatsapp-business-overview.md) - [Create and manage WhatsApp Business message templates](/manage-whatsapp-business-message-templates.md) - [Connect WhatsApp Business to Kommo](/connect-whatsapp-business-to-kommo.md)
